Efeitos da pandemia de Covid-19 na dinâmica territorial do turismo nos municípios paulistas de relevância patrimonial

La pandemia de Covid-19 afectó significativamente la actividad turística, lo que resultó en cambios importantes en la intensidad de los flujos turísticos y la dinámica territorial de la actividad en destinos turísticos potencialmente atractivos como los Centros Turísticos del Estado de São Paulo con Patrimonio Cultural y Natural representativo. Esta investigación tiene como objetivo analizar las características del turismo durante el período de pandemia, en sus diversas fases, en los municipios de São Paulo que tienen relevancia patrimonial con el fin de investigar las transformaciones que ocurrieron en la dinámica territorial de la actividad en relación con la intensidad, los propósitos y el destino de los flujos turísticos. Los datos e información recogidos se basaron principalmente en entrevistas semiestructuradas con los responsables del área de Turismo y Cultura de los municipios encuestados, resultando el hallazgo del incremento del turismo de proximidad, principalmente en los destinos de interior, y la ubicación laboral en los destinos costeros.The Covid-19 pandemic significantly affected tourism activity resulting in changes in the intensity of tourist flows and the territorial dynamics of the activity in potentially attractive tourist destinations such as the Tourist Resorts of the State of São Paulo with representative Cultural and Natural Heritage. This research aims to analyze the characteristics of tourism during the pandemic period, in its various phases, in the municipalities of São Paulo that have patrimonial relevance in order to investigate the changes that occurred in the territorial dynamics of the activity in relation to the intensity, purposes and destination of tourist flows. The data and information collected were mainly based on semi-structured interviews with the managers of the Tourism and Culture area of the municipalities surveyed, resulting in the finding of the increase in proximity tourism, mainly in the interior destinations, and the workcation in the coastal destinations.A pandemia de Covid-19 afetou de forma significativa a atividade turística resultando em transformações na intensidade dos fluxos turísticos e na dinâmica territorial da atividade nos destinos turísticos potencialmente atrativos como as Estâncias Turísticas do Estado de São Paulo detentoras de Patrimônios Culturais e Naturais  representativos. Tourism, heritage and new territorialities Ouro Preto-MG

Orientador: Maria Tereza Duarte Paes LuchiariDissertação (mestrado) - Universidade Estadual de Campinas, Instituto de GeocienciasResumo: A subordinação da cultura aos ditames do mercado vem, nas últimas décadas, alterando os usos e sentidos do patrimônio cultural ao ser transformado em mercadoria destinada à fruição das massas. Tal processo tem suscitado uma série de alterações de ordem material e simbólica de certas porções do território por meio da refuncionalização turística do patrimônio cultural e da conformação de novas territorialidades nas áreas centrais urbanas mais densamente apropriadas pelo turismo. A análise dessas vicissitudes na cidade de Ouro Preto, considerada como um dos mais tradicionais destinos turísticos nacionais, evidencia que o processo de refuncionalização turística do patrimônio cultural é espacialmente concentrador, atendo-se às porções centrais do perímetro tombado, onde localizam-se grande parte dos atrativos mais visitados e, consequentemente, o maior fluxo de visitantes, equipamentos e serviços requeridos pela atividade. Esta porção do território, denominada nesta pesquisa como o núcleo turístico de Ouro Preto, é também considerada como o centro comercial e de serviços da cidade, mantendo uma multiplicidade funcional destinada a suprir as necessidades da demanda externa e local, formada, em partes, pelos próprios moradores desta área, habitada predominantemente por estudantes e por moradores idosos pertencentes às classes sociais mais abastadas da cidade. A diversidade funcional e social deste núcleo decorrentes deste particularismo, promove a adaptação, coexistência e/ou conflitos entre as territorialidades locais, conformadas por moradores e estudantes, e as novas territorialidades advindas do turismo, balizadas por disputas de interesses envolvendo o poder público, a iniciativa privada e a sociedade civil. Essa dinâmica sócio-territorial, além de evidenciar os particularismos locais, vislumbra também as novas relações materiais e simbólicas existentes entre sociedade, patrimônio e território em Ouro PretoAbstract: The subordination of culture to the rules of the market over the last decades has changed the uses and the senses of the cultural heritage as it is transformed in goods to the masses¿ enjoyment. This process has caused many material and symbolic changes in some parts of the territory through the refunctionalisation of the tourist cultural heritage and the conformation of new territorialities in the most densely appropriated urban central areas by tourism. The analysis of these changes in the city of Ouro Preto, considered as one of the most traditional national tourist destinations, shows that the process of tourist refunctionalisation of the cultural heritage is in a concentrated space, limited to the central parts of the officially protected by the government perimeter, where the majority of the visited attractions is located and as a result where there is the largest flow of visitors, equipment and services required by this activity. This piece of territory called in this survey as the tourist nucleus of Ouro Preto is also considered as the commercial and services center of the city. It keeps a functional multiplicity intended for supplying the external and local demands and it is constituted mainly by students and wealthy elderly people. The functional and social diversity of this nucleus, as a result of this particularism, promotes the adaptation, coexistence and/or conflicts between the local territorialities, formed by inhabitants and students and the new territorialities that come from tourism limited by competitions of interest involving the public service, private sector and the civil society. Image, representation and the touristic use of the World Heritage : an analysis of Ouro Preto (MG) and Salvador (BA)

A seleção redutora de um sistema de representações legitimadas pelos órgãos patrimoniais como o IPHAN e a UNESCO, e reforçadas e difundidas pelos agentes de mercado, vincula a imagem dos bens patrimonializados e dos territórios onde se situam a um ideário de autenticidade, singularidade e excepcionalidade. Desse modo, o status de Patrimônio Mundial atribuído pela UNESCO a Ouro Preto e ao centro histórico de Salvador reforça a imagem destes territórios como historicamente relevantes, culturalmente expressivos e potencialmente atrativos. A sua inserção no mercado dos bens culturais por meio do turismo reforça ainda mais a relevância da relação entre materialidade e representação, fazendo destes territórios alvos importantes de intervenções urbanas espacialmente seletivas e socialmente excludentes, no caso de Salvador, destinadas a elevar o teor de atração turística de seu patrimônio cultural nas áreas de maior concentração de monumentos e conjuntos arquitetônicos considerados signos icônicos da paisagem urbana por serem dotados de grande relevância estética e estilística. A patrimonialização de áreas urbanas centrais e a mercantilização da cultura consistem em importantes estratégias de desenvolvimento territorial. O patrimônio dotado de um valor histórico e cultural representativo transforma-se em mercadoria valorizada economicamente por meio do turismo. O fomento à atividade perpassa pela utilização de estratégias de produção e promoção de imagens idealizadas de um passado imaginário a partir da seleção das referências materiais e imateriais da cultura. A comercialização das imagens sobre tais localidades influencia a criação de um sistema de representações a seu respeito, resultando numa nova dinâmica de usos do patrimônio e de apropriação seletiva dos territórios patrimonializados
